Commission backs outreach for Bridge Investment Program support, authorizes landfill engineering negotiations with SCS Engineering

Public Works Director Curtis Mader asked the Board to authorize the Commission Chair to send letters to local, state and federal representatives seeking support for a joint Cowley‑Butler County Bridge Investment Program (BIP) grant. The application would fund design work for 30 bridges (15 per county); staff said eight bridges are already designed or near final design to demonstrate readiness. Commissioner Jeff Masterson moved to approve distribution of the letter and Commissioner Darren Jackson seconded; the motion carried 4‑0.
Mader also led discussion on landfill engineering services. After an RFQ and interview panel, SCS Engineering received the highest overall ranking; the Board authorized Public Works to negotiate engineering service agreements with SCS Engineering and return contracts for approval. Mr. Mader updated the Board on local bridges including a height‑restricted bridge south of Douglass (which may be closed if BIP funding is not awarded) and a deteriorated bridge south of Whitewater for which staff may recommend road closure and removal.
