Community Development Director Toby Stewart presented PL 26‑14, a mortgage lot split petition by Wiebe Family Farms, LLC to create a 10± acre residential lot from a 157± acre AG‑80 parcel and to place approximately 70 acres under an Agricultural Preservation Overlay (APO). Staff noted the parcel lies outside the Urban Growth Area, is surrounded by AG‑80 properties, and that the new lot would be serviced by a private wastewater system and likely a water well; Butler Rural Electric provides electricity. The Planning Commission recommended approval 6‑0.
Commissioner Dan Woydziak moved to approve the mortgage lot split and APO overlay agreement (PL 26‑14) and Commissioner Darren Jackson seconded; the motion carried 4‑0. Staff reported a FEMA floodplain and dam breach area exist on the property but that there is room outside those mapped areas to build the home.
