Selectboard approves WISPr contract amendment for knotweed; discusses battery site, parsnip and culvert issues

The Selectboard approved amendment #1 to the WISPr knotweed contract, increasing the project cost from $25,942.71 to $42,513; the amendment also changes the payment schedule and adds project management by the Windham County Natural Resources Conservation District (WCNRCD) and oversight by WRC. Skip Tefft moved to approve the amendment and appointed Chair Scott M. Reed to sign the document; the motion carried unanimously.
Under "Other business," James Weber reported that a walk-through with an engineer did not find a good battery-storage site at the Transfer Station but suggested town-owned property across from the Whitingham sewer plant might be suitable; the next step would be 10% design and presentations to both boards. Weber also asked whether the Jacksonville sewer-plant field could be mowed to remove poisonous parsnip before it seeds; the board declined to authorize mowing while knotweed eradication is underway and cited potential liability. Separately, MSK Engineers inspected a culvert project after reports of pitting and weeds and will report issues to Hunter Excavating for correction.
