"We have all seen the tragic toll these substances have taken on families right here in our community," Councilor Johnson said in urging final passage. He described the human impact—"Lives cut short. Households shattered."—and asked colleagues to vote in favor to protect public health and safety. After roll-call voting, the clerk recorded nine affirmative votes and the council president declared, "The ordinance is ordained as amended."
