County adopts fleet chargeback model and approves multiple highway equipment purchases

Rock Island County approved a new hybrid fleet chargeback model on March 19 that will use the General Fund for fixed administrative fleet costs while charging operating hours and parts to the departments that use the vehicles.
Public Works and Finance considered the model as the county begins its first full year of a Fleet Services Department. Under the approved plan the General Fund, FICA/Medicare and IMRF will cover benefits for fleet employees and the salaries for the Fleet Manager and Fleet Coordinator, while the three mechanics’ labor and parts will be charged back to departments. The board also authorized an initial loan of $75,331.94 to allow chargebacks to begin quarterly, bringing the short-term loan total to $200,000.
At the same meeting the board approved Highway Department equipment purchases. The board authorized the purchase of four Land Pride 15' Flex Wing Rotary Cutters for $113,893.12 (Sourcewell contract pricing); that motion passed 14–2. Separately, the board authorized ordering three Western Star tandem plow trucks now to avoid an anticipated $40,000+ per-truck price increase tied to upcoming emissions standards; each truck was priced at $308,815 and the board approved ordering all three while paying for only one in FY26 and paying for two in FY27 (vote recorded 16–0). The board also approved a budgeted Ford F-250 crew cab service truck for $81,611 (16–0).
Supporters said consolidating service parts and charging for usage will improve transparency and make parts stocking more efficient. The board instructed administration and fleet to revisit the chargeback model during the FY27 budget process.
