Council members articulated design goals they want a small-area plan to support: a recognizable, branded downtown with walkable streets, micro-parks, outdoor dining, farmers markets and spaces for events. One council member described the goal as a place "where once you enter into that area down the road, you know exactly that you're in South Ogden." Several members said they wanted a central gathering place such as an amphitheater or farmers market.
On building heights, several members and the consultants suggested a working top height of roughly four stories in parts of the site with transitional height rules where taller buildings step down toward lower-density neighborhoods. Ben said the plan should include design guidelines and, where necessary, overlay districts that clarify materials, signage and architectural character so developers understand community expectations.
