City approves three-year cooperative towing agreement with county vendors

South Fox City Council approved Resolution 24-29 on Sept. 3, 2024, to enter a cooperative procurement towing agreement with three firms selected through the county's May 2022 RFP. Police staff told the council the arrangement is intended to guarantee reliable 24/7 towing coverage, reduce tows-denied issues, and provide standardized services including a $50 recovery/safekeeping tow and a $40 flat rate for lockouts, jump-starts and tire changes.
Chief Park described the change as an efficiency and reliability improvement: "they're only gonna charge them $50," he said when describing the recovery/safekeeping fee for owners whose vehicles were taken as part of police tows. The agreement also includes provisions for indoor, monitored storage for evidence vehicles and a three-year contract term tied to the county procurement; staff said the city can withdraw from the cooperative if contractors fail to meet standards.
The council approved the resolution by roll call; one council member voted no. Staff emphasized the procurement uses the county's competitive process, which scored the three firms highly in 2022 and lets the city avoid repeating its own RFP given state cooperative-procurement rules.
