Council directs staff to prioritize Meadows infrastructure in 2025 RAMP/GRAMA applications

The South Ogden City Council work session on Oct. 1 focused on the city’s 2025 RAMP and GRAMA grant strategy, with staff recommending the Meadows park infrastructure as the top priority. John Anscombe, the staff presenter, told the council the earlier-phase parking work is complete and that phase two should include parking, storm detention, restrooms and water/sewer infrastructure.
“Last year we requested $462,000 from GRAMA for a total project of $905,000,” Anscombe said, noting the city will need to account for inflation and updated costs. He told the council that templated support letters had weakened a prior application and asked for more personalized endorsements going forward.
Council members broadly supported pursuing a major Meadows application while also asking staff to develop smaller complementary options (restrooms, smaller shelters, playground add-ons) so the city can spread applications across categories. Anscombe said he would collect updated estimates and return to the council at the first November meeting with options and refined costs.
The discussion was framed as staff direction rather than a formal vote; Anscombe summarized the consensus to proceed with a major application and to explore additional phases and minor applications as needed.
