South Fox City Council voted to adopt Ordinance 24-09 on Sept. 3, 2024, a code change intended to make the city’s policy on mandatory utility fees explicit. The ordinance amends sections 4-3-1 and 8-1-3 of city code to clarify that failure to pay portions of a utility bill may lead to termination of water service and to confirm how hauling and other fixed utility costs are handled under contract.
"The amendments that are before you tonight are really just making sure that that's clear," Mr. Dixon said, describing the measure as codifying established practice rather than imposing new charges. City staff explained the change is meant to reflect fixed costs in hauling contracts — for example, trucks and crew need to operate whether they stop at every home or not — and to avoid ambiguity for residents and contractors.
Council moved to approve the ordinance; the motion passed on a roll-call vote. The mayor noted that no public comment was received on the item during the meeting. The ordinance adds the word "water" to a relevant subsection to make explicit what had been council practice.
