EDC reports new retail prospects, road designs and land acquisitions

Economic development staff briefed the board on multiple projects intended to expand retail, industrial and infrastructure capacity in Balch Springs.
Chris (S6) reported that Zaxby's has reached agreement in principle to locate next to a Starbucks at Elam and Shepherd, subject to city permitting and site-plan approvals; staff said the tenant must open by 2027 under the economic-development agreement. He also updated the board on a 140,000-square-foot warehouse in the Huntington Industrial Park expected to be complete by the end of summer.
On transportation and capital improvements, staff described Shepherd Lane plans to add a third lane, sidewalks and curb-and-gutter (30% design complete and scheduled for city submission in November). For Elam Road (Pine Road to Peachtree Road) staff said the city secured a $1,600,000 grant contingent on a $400,000 local match, producing $2,000,000 available for redesign, intersection and streetscape improvements.
Staff additionally said the city has executed an agreement to acquire 4.5 acres on Pioneer Road for a future town center, and that marketing of 14 acres near the regional retention pond continues for mixed-use development.
