Accomack supervisors approve MOU with Old Dominion program to build 6 family day homes

The Accomack County Board of Supervisors voted to enter a memorandum of understanding with an Old Dominion University program (referred to in the meeting as "minus 9 to 5") to expand family day home child-care capacity in the county.
County Administrator Mike Mason told the board the initiative is modeled on a successful Suffolk program and is designed to develop up to six new family day homes, adding roughly 24 to 60 child-care slots. "This program provides $40,000 to pay out-of-pocket costs, including marketing, applicant training, licensure, supplies and equipment," Mason said, emphasizing that that figure covers the entire program rather than individual grants.
The county will assist with outreach and selection; ODU representatives will provide hands-on guidance, mock inspections and licensing preparation. Dr. Jane Glasgow of Old Dominion described program funding and navigation support: "We look at about $5,000 per family day home to set up," she said, noting travel and hands-on assistance from regional staff.
Board members praised the proposal as a targeted response to child-care shortages that hamper workforce participation and economic development. The board approved the MOU unanimously and asked staff to advertise and follow up on implementation steps, including a press release and information on the county website.
The board directed staff to return with program rollout details; Mason said staff will announce application timelines when the program is open.
