The Abilene Board of Building Standards on May 6 ordered the owner of 2333 North Mockingbird Lane to reinstate an expired alteration permit and complete outstanding inspections after staff said the permit expired Aug. 31, 2025, with seven inspections still open.
Ricky Wright, property maintenance inspector for the City of Abilene, summarized the case timeline, noting an affidavit of condemnation recorded in 2021 and multiple opportunities since 2022 to complete required work. Wright told the board staff recommended ordering the owner to reinstate the alteration permit and, if done, give 60 days to complete insulation and trade inspections and 30 days for the final building inspection.
Owner Tony Ortiz addressed the board and said the project is nearly complete. "We're about 90% done on the project," Ortiz said. He told the board that the outstanding items are cabinets and the associated electrical and plumbing tie-ins and that he was confident he could finish the work in 60 days if allowed to reinstate the permit.
After brief questioning from board members about which inspections remained, the board voted to adopt staff’s recommendation, directing the owner to reinstate the permit and complete inspections within the stated timetable. The motion to accept staff’s recommendation passed on a roll call vote.
