Staff presented a set of bylaw amendments to align MPO governance with the newly expanded MPO boundary and recommended formal approval. The amendment would add Judge Harrell from Callahan County to the board, increase the number of Technical Advisory Committee seats (including representatives from Buffalo Gap, Clyde, Holly, Lawn, Merkel and Tuscola), and add an additional TxDOT maintenance director position.
A board member requested a wording change to the title "director of transportation operations" for clarity; staff agreed that the change could be made. Committee member (Speaker 2) moved to adopt the amended bylaws with that correction and the motion was seconded and passed by voice vote. When the board adopted the amendment, board membership increased from five to six voting members and the quorum threshold rose from three to four, which left the meeting without a quorum and led the chair (Speaker 1) to adjourn the meeting at 2:26 p.m.
The adoption takes immediate effect for board composition; staff noted the practical effect is a higher quorum threshold for future meetings and asked members to note scheduling constraints for upcoming votes.
