"There's only 1 city council meeting between now and the due date, and we haven't nailed down any type of the project," the staff member said, adding "I am less optimistic right now than I was when I put the packet out." Staff also noted that the council of governments received a planning grant in the previous round and that overlap complicates a refined MPO application. The staff member said they would continue discussions with Abilene Public Works and local partners and would inform the board by email as the situation develops.
Board members asked whether counties could participate; staff confirmed counties can be partners but acknowledged county budgets can make matching funds more difficult. The board did not take a formal vote to submit an application at this meeting.
