City OKs $30 nonresident annual Parks & Rec membership, $5 daily guest pass

Leslie Andrews, Director of Parks and Recreation, presented a proposed fee change to add a $30 annual household membership for nonresidents and a $5 daily nonresident guest pass so short-term visitors can use recreation facilities without buying an annual pass. "Residents of the City of Abilene, the membership is free of charge, but for non residents, we're proposing a $30 per household," Andrews said, noting the library charges $30 for nonresident library cards and the recommendation was matched to that policy.
Council discussed anticipated levels of nonresident use and acknowledged the need to account for wear-and-tear and staffing. Leslie said that about half of league participants historically are nonresidents, and she expects nonresident recreation membership to be significant. The council approved the ordinance on final reading.
