Council moves utility-generation zoning at Hamby treatment plant to second reading after residents ask for concept plan

Resident Tammy Focal raised environmental and communication concerns about solar panels and asked for clearer public information. Staff agreed to include the concept plan in the second-reading materials. "I think that would resolve a lot of the concerns," a councilmember said after staff committed to add the concept plan. The council moved the item to second reading for more detailed review rather than taking final action at this meeting.
