Council sets end date for TRS/TIRZ District No. 3 after owner pauses development; collected funds minimal

Tim Littlejohn presented a request to amend the end date for TRS/TIRZ District Number 3 after the property owner decided to delay a major development. He told the council that if the overlay were removed, any collected funds (which staff reported as "like $2,500") would be distributed pursuant to state law.
Council members asked whether there was a downside to keeping the overlay; staff said there is no annual cost to the owner but that leaving it in place could limit the owner's flexibility if they later wished to use the property differently. The council voted to approve the end-date amendment and the item passed.
