The Abilene City Council heard an overview of the city's annual financial and transparency report and voted to approve the related consent item after a public hearing on April 26.
Staff member Marjorie told the council the firefighters' retirement fund's funded ratio has improved after several years of positive investment returns, saying, "we're right close at about 50%" and that the improvement followed several years of positive returns. Council members and staff also noted the city's net taxable real property value has approached roughly $11 billion and that reported crime and accident responses have declined in recent years.
Resident and frequent commenter Tammy Fogel pressed the council to make more fiscal information easier to find and review. She told the council she had seen "$4,200,000 in street projects being... the contracts are finalized" and asked the city to do a better job of announcing major projects and the budget retreat schedule so residents could engage. "With all this unprecedented revenue, we should be looking at making sure our tax rates actually go down," Fogel said.
Council members and staff acknowledged the length and technical nature of the report and discussed options to publish condensed, digestible summaries for the public. Staff noted some budget measures (tax rate, debt servicing) have trended favorably; they also said the audit process is collaborative with independent auditors assisting in preparing financial statements.
The council approved the item after the public hearing and recorded the vote on the consent/approval motion.
