Council votes to make planning‑commission liaison a non‑voting position, effective Jan. 1

The Purcellville Town Council voted 6–1 on Oct. 22 to change the council liaison’s status on the planning commission from a voting member to a non‑voting liaison effective Jan. 1, 2025.

Vice Mayor Rainer moved the ordinance change, which supporters said would prevent a council member from effectively exercising two votes on the same matter. “It’s generally seen as a conflict of interest for a town council member serving as a liaison to the planning commission to also be a voting member,” the mover said during debate, arguing the change would protect the integrity of advisory and decision‑making roles.

Supporters cited local examples and a 2020 staff report recommending non‑voting liaisons as consistent with practice in nearby localities. Detractors raised concerns that the change could reduce the planning commission’s responsiveness to voter mandates. One council member said aligning planning‑commission terms with council election cycles could preserve democratic accountability.

Council instructed staff to research options for the appointment and term length of a proposed seventh planning commissioner — including the possibility of a two‑year term for that position so planning‑commission turnover better mirrors council election cycles. That direction passed separately, with staff asked to present options for staggered terms and needed ordinance changes.

The vote to make the liaison non‑voting was recorded as 6 in favor, 1 opposed. The council’s decision will be effective Jan. 1, 2025; staff will return with language and implementation details to be incorporated into the ordinance.
