Wilke also requested updated language for the county’s low‑income sewer grant application to clarify that funds should not be used to upgrade sewers when an upgrade is already required by a property transfer inspection; the board approved the clarified language. Wilke explained that mandatory inspections before closing (or through an escrow account in winter) should require upgrades be handled through negotiated sale terms rather than grant funds.
