Several councilors urged caution, saying the $70,000,000 option—counting only new growth—would be more conservative and avoid creating a later shortfall tied to reassessments. Director Campbell told the council the alternative assumptions produce materially different available funds for one-time allocations and capital projects and that staff would use the chosen assumption when preparing the balanced budget for the Sept. 9 adoption hearing.
