Staff said the draft was written with examples (Johns Creek Arts Center, Rotary, Johns Creek Public Safety Foundation) and matched term lengths in existing facility use agreements. Committee members asked about application processes, criteria to avoid favoritism, termination clauses, and whether partners would get promotional benefits such as a logo or waived vendor fees. Staff agreed the next step is to refine criteria and send the draft to legal review before returning to the committee.
Several members supported formalizing partnerships to acknowledge volunteer contributions and help small nonprofits with promotion, while others cautioned that the city should set transparent criteria to avoid appearing to favor some groups over others. Staff said the agreement would include transparency requirements and the city could terminate agreements if partners failed to meet obligations.
