Committee members raised operational questions about parking and shifts; one member recalled an estimate that Heisman Field could accommodate up to 7,500 cars but described that as a memory rather than a verified figure. Staff said the plan would use advance registration, tiered timed parking, and the city's registration software and communications channels to manage entries and communicate weather delays.
Staff also described a weather plan: "we would actually have it to where it could possibly be, and I'm just saying possibly, not saying this is written down, having, like, a 2 hour delay," and noted the field lacks lighting so events must finish before dark. Volunteers and vendors would have separate parking arrangements.
The committee voiced general support for a parking fee to manage attendance and enable larger carnival amenities. Next steps include staff refining logistics, confirming a firm date (staff proposed late March 2025 as a target), and returning with finalized operational details and registration tools.
