Council updates: nuisance fines, violation notices and enforcement follow-ups

The town prosecutor informed the council that the owner of the property at 604 Madison (Higginbotham) was fined $1,500 for failing to appear in court on a Notice and Order to Correct violation; the prosecutor said the town cannot move a nuisance into a property lien unless the town itself abates the nuisance and the court sends the matter to collections.
Council also noted a Notice and Order to Correct for Adcox at 608 Washington; Clerk Luanne will contact the prosecutor about a 45‑day progress check. On May 12, 2026, violation notices were mailed and hand‑delivered to Hougardy at 608 Garfield and hand‑delivered to Dan Rush at 402 Washington at the owner's request.
These items remained in unfinished and new business for follow‑up; no further enforcement votes were recorded at the May 19 meeting.
