Council reviews $7.6M Medlock Bridge pedestrian crossing contract request; asks for design refinements

Staff requested authorization to proceed with a construction contract and related inspection services for a multimodal pedestrian crossing on Medlock Bridge Road linking State Route 141 to Creekside Park and the town center.
Ms. Mindy Sanders presented project details and budget: "This request consists of approving the construction contract with vertical earth, a construction engineering inspection, task order with KCI and a 10% contingency. And this, total expenditure is roughly $7,600,000 and can be fully funded using T Splas 2 funds as well as by accepting the IGA with Fulton County. And, weather permitting construction is expected to take 12 months." Council members asked about parking, lighting, vendor space in the tunnel, surfacing choices (artificial turf and slate chips vs continuous concrete), safety guardrails and the potential cost of aesthetic treatments such as rock-faced walls or columns.
Staff said the bid closed on Aug. 27 and that the recommended contractor proposal was time-sensitive; council asked staff to consult the contractor in the weeks before the next meeting, provide additional illustrations and cost estimates for alternate finishes/guardrail treatments, and return with recommended change-order costs prior to any contract award. Staff also confirmed coordination with the Creekside Park construction to align trail and drainage work.
