Council reviews formal agreement to fund Chamber of Commerce at $20,000 a year with performance reporting

Director Owens presented a proposed formal agreement to replace a prior nonbinding MOU and clarified reporting and accountability expectations.
"Our contribution will remain the same at 20,000 annually to the chamber," Director Owens said while describing a three-year term with an option for an additional year and required quarterly and annual reports. The agreement includes performance standards such as business retention visits, workshops for local businesses and a local promotion campaign; staff said it would go to the chamber board for review once council approves the citys portion.
Council members generally supported formalizing the partnership but raised practical concerns: some said the chamber currently has a small staff (three employees) and may need help producing the requested reports, and others asked that the city be prepared to adjust if the chamber board requests changes. Staff said preliminary conversations with the chamber board chair and president had taken place and that implementation would follow mutual approvals.
Staff will provide the agreement to council for formal action and then forward the approved document to the chamber board for its consideration; council asked staff to monitor early reporting expectations and, if necessary, assist until the chamber builds capacity.
