Commission hears details on $1.25M Box Elder payment and reserve use

County staff and commissioners discussed a previously voted agreement to pay the City of Box Elder $1,250,000 in 2027 for accepting maintenance of several roads.
A presenter described the payment and confirmed it was planned to come from a reserve fund accumulated over several years; staff said the reserve fund is anticipated to be about $14 million at the start of 2027. “That funding, that $1,250,000 came from our reserve fund that weve been saving up over the years,” a speaker stated when describing the Box Elder agreement.
Commissioners used the Box Elder example while debating whether reporting shows a shortfall: staff explained restricted reserves used for projects will reduce available cash applied in reporting and therefore may appear as a shortfall on certain pages even when reserves exist for the intended purpose. The finance staff clarified that some fund balances are restricted for particular projects (for example, road and bridge projects) and are not freely available to cover general fund deficits.
The board asked staff to show clear accounting lines in revised packets so commissioners can distinguish restricted reserves, fund-specific project reserves and the general fund balance moving into the final budget process.
