"We deal with subdivisions all the time... most of the action on a subdivision happens at preliminary plat," Noah said.
Council members agreed the change would keep public hearings where required but asked for safeguards when a final plat materially differs from the preliminary plat (for example, when road layouts or unit counts change significantly). The mayor moved the item to the consent agenda for the upcoming business meeting, with council noting they would refine language to protect the city if a final plat departs substantially from the preliminary approval.
