Staff said the pause responds to an FAA inquiry and a federal lawsuit and was requested by the city's outside counsel to permit a legal review and potential recommendations.
Justin Judkins, a member of the public, questioned the delay during public comment, asking, "why delay?" Staff replied the FAA compliance director requested a delay and the city retained national counsel to respond to the lawsuit and to provide an independent evaluation of the fees. Council approved the delay by motion.
