Council signals conditional support for denser plan on former Davis School site in Shoreline

Noah, the city planning staff member, presented the Shoreline pre-application and reminded councillors that the site lies inside an existing development agreement that originally reserved the parcel for a school. "The development agreement allows 400 units," Noah said, noting the subdivision is largely built out and this is the final in-fill parcel under discussion.

Brandon Wood, representing the school district/real-estate interests, said the district’s current option for that parcel — 16 lots under the existing agreement — would not recoup the district’s cost and proposed a revised concept with more lots and expanded open space. "This would plan us 39 total lots versus the 16," Wood said, while emphasizing trails, playgrounds, and green space intended to honor the original school-site purpose. Council members expressed concerns about traffic, emergency access, and preserving neighborhood character. Mayor (Speaker 3) summarized the tentative consensus: the council would be willing to consider a plan that establishes a 7,000-square-foot minimum lot size and at least 20% open space, and asked staff and the school district to advertise the parcel with those parameters so responses can be compared.
