The Abilene Landmarks Commission voted to untable and adopt a resolution that aligns the commission's rules of procedure with the City Council's adopted procedures and reiterates application of the Secretary of the Interior's standards for rehabilitation in evaluating historic projects and eligible expenses for tax incentives.
Kelly, who presented the resolution, said the ordinance specifically references the Secretary of the Interior standards and that rehabilitation — not the broader four-part "Standards for the Treatment of Historic Properties" — is the most relevant standard for the city's historic project tax incentive program. Kelly described the eligible-expense guidance as supplemental detail rather than a change to the ordinance.
Commissioners discussed how rehabilitation guidance applies in practice, whether additions that later become historically significant should be treated differently, and the practical usefulness of retaining standing committees for in-person reviews below quorum. The commission voted to adopt the resolution and keep standing committees available as an operational option.
The adopted guidance is intended as a uniform approach across boards and commissions and will guide staff recommendations on future certificate and tax-credit matters.
