Commissioners press county plans for Western Loudoun recreation complex over traffic and utilities

Staff presented the Western Loudoun Recreation Complex as a proposed roughly 142‑acre facility adjacent to Purcellville’s western boundary and said three conceptual site layouts remain under consideration. Summer Wilkes said the county provided public documents and that no single concept has been selected; the town’s packet included program descriptions and previous public meeting materials.
"This project provides funding for a new facility, 142 acre, facility at 36716 Main Street adjacent to the western town limits of Purcellville," Wilkes said, describing the site and the program materials provided to the commission. Commissioners focused on transportation impacts and the need to integrate the Route 7/769 interchange justification report into the traffic analysis. The chair flagged a specific county intersection (identified from the county interchange justification report as Intersection 818) and said that county data shows a left-turn delay projected for 2040: "...that that'll be a 15 minute level of service, turning left, onto North 21st Street to come into town in the year 2040," the chair said, and he urged the commission to ensure traffic modeling considers network-wide effects rather than isolated pockets.
On utilities, staff said town and county staff have been meeting monthly; the town has told the county it cannot provide municipal water unless the project brings on separate well sources and the county is performing hydrology studies. Wilkes agreed to provide traffic-study milestones and to try to obtain the county evaluation of alternative interchange alignments for the commission’s review. Commissioners also asked staff to track any right‑of‑way or property‑purchase actions at the town border that could affect zoning or town sovereignty.
