Planning Commission opens five-year comprehensive plan review and sets modular workplan

The Purcellville Planning Commission on Nov. 7 opened a five-year review of the town’s comprehensive plan and instructed staff to deliver the review in modules so commissioners can study and then deliberate on specific chapters.

Chair (name withheld in record) framed the work as a reconciliation between the town’s existing 2030 plan and Loudoun County’s concurrent review, saying the commission will “bring this together” through targeted, modular briefings. Director of Planning Summer Wilkes told commissioners staff will update chapter-by-chapter and defer broad public participation to the spring so the commission can learn the “grammar” of each module first.

Commissioners emphasized several near-term priorities: transportation impacts tied to county projects, resilience and emergency preparedness, and affordable housing. Vice Chair Brian Green urged the commission to define scope and priorities early so subcommittees can be formed: “We really have to get ourselves focused on what are the important things that we need to put into this revision,” he said.

The chair and staff also committed to locating and distributing the plan’s underlying data, including the critical-findings report and 2020 census inputs, which commissioners said they could use to decide where further study or new surveys are needed. Staff said the commission will receive repeated updates at each meeting and a proposed timeline for committee work in the coming weeks.

The next steps: staff will provide chunked, module-style briefings (transportation, land use, parks, housing, resilience) and meet with the chair and vice chair to finalize the short-term scope and rollout dates ahead of public outreach next spring.
