The Johns Creek City Council approved an intergovernmental agreement (IGA) with the Fulton County School Board to pilot public after-hours use of the athletic field at Abbotts Hill Elementary.
Director Matson (speaker 14) said the arrangement opens the school's rectangular grass field to the public during agreed hours (staff cited 6 p.m. to dusk as the likely window) and estimated maintenance at about $50,000 per year with an additional $15,000 annually for certain projects. Matson said the IGA obligates the city to increased maintenance and security responsibilities and that signage and communications will be used to inform residents and the school community.
Councilors asked how organized events and capacity limits would be handled, how notification to school staff would work, and whether the city would enforce exclusions (for example, persons subject to sex-offender restrictions). Matson said the IGA includes boilerplate notification and that the city would coordinate with the school's scheduling system for organized events; for unpermitted large gatherings the city would handle enforcement through normal park and patrol procedures.
The council moved and approved the IGA; members praised staff and school leadership for partnering on a pilot that they said could be expanded to other schools if successful.
