The Johns Creek Planning Commission voted to recommend approval of land-use petition RZ-24-0002, a rezoning request to allow a 60-unit townhome development on 6.74 acres at 6350 Hospital Parkway.
Planning staff senior presenter Ruchi Agarwal told commissioners the site’s current mixed-use zoning and the city’s comprehensive plan support townhomes as a compatible housing type in the Tech Park community area. Agarwal summarized staff findings including required 75-foot stream buffers, two stormwater-management facilities (an underground front facility and a rear pond), and a staff recommendation to approve subject to conditions in the staff report. “Staff recommends approval of land use petition RZ-24-0002 with the conditions that are included in your staff report,” Agarwal said during the presentation.
Den Webb, representing applicant Toll Brothers, described the proposal as 60 fee-simple townhomes (28 front-loaded, 32 rear-loaded), heavy landscaping and on-site amenities, and said the team resolved a technical issue involving about 80,000 cubic yards of excess material earlier the same day. Webb said the product targets young professionals and downsizers and that unit sizes would range from roughly 1,900 to 2,600 square feet; he told the commission the planned price point is about $700,000. “We have resolved that as of about noon today. So we are good to go and we are looking forward to moving forward tonight,” Webb said.
Staff and the applicant presented trip-generation estimates and mitigation: the development is expected to generate about 406 daily vehicle trips (approximately 26 in the morning peak hour and 32 in the evening peak). Based on the traffic study performed by Kimberly Horn, staff recommended restriping the existing gore area along Hospital Parkway for a right-turn deceleration lane, and installing additional stop controls at the Ebix Way intersection as a condition. Fulton County Water and Sewer confirmed capacity is available; Fulton County Schools estimated an anticipated student yield of 12 to 46 students and staff said current schools are under capacity.
Commissioners pressed the applicant on soil removal logistics, emergency access and school-bus arrangements. City staff said soil removal would be handled through the land-disturbance permitting and erosion-control process and that construction entrances and wheel-wash controls are required. The commission moved, seconded and voted to recommend approval to the mayor and city council by voice vote; the presiding officer stated the motion passes.
