Jordan Andrews, the town planner and liaison to the Planning Commission, presented the commission's work plan and said the town requested $115,000 from Loudoun County to fund a downtown focus-area plan with design guidelines. "The funding request is for $115,000," Andrews said, noting the original RFQ returned a $95,000 proposal and the additional request was to account for staff time and inflation.
Commissioners asked for clarity on procurement and coordination with county studies. Andrews said an RFQ yielded six respondents, a consultant was selected and is "on hold" pending approval of funding, and procurement decisions would be made by an internal staff committee rather than the Planning Commission. Commissioners pressed whether the county's traffic study for the Western Loudoun Recreation Center would be available to the town and how the study's scope would be integrated into the downtown plan. Andrews said the county-funded traffic modeling could inform the town's focus-area work but that not all related technical work is included in the $115,000 request.
