The council adopted Ordinance 26‑O‑29‑R to provide rules for planting, maintaining and removing trees within the City of Elkhart.
During council discussion Councilman Henke asked that prior communications from a past controller be revisited. The chair and staff said the administration had already considered the points raised and that the matter was included in the communications record. Resident Ralph Spellbring offered public comment about the timing and location of past city tree‑planting events.
On roll-call for the third and final reading, Councilman Henke cast the lone No vote; the ordinance passed 7–1. The council directed that communications be included in the record and acknowledged they would be revisited by the administration.
