The Elkhart City Common Council on July 27 adopted Ordinance 26‑O‑26 to appropriate $66,017.39 from the Aviation Fund to other funds and authorize the controller to transfer the money into the Aviation Federal Fund.
Tanisha Weigelt of BFNS Engineering told the council the project is a reimbursable grant and that the bulk of the work is funded by the Federal Aviation Administration. “It is a reimbursable grant,” Weigelt said, and described the federal and state matches that make the city’s share relatively small. Council members asked for clarification on matching funds and how reimbursements will be returned to the city’s originating accounts; staff confirmed the controller will return funds to the city when reimbursements arrive.
There were no public comments on the item. The council conducted roll-call votes for second and then third/final reading; the ordinance passed on a recorded vote of 8–0. The action funds work at Elkhart Municipal Airport and moves the project forward in the city’s capital plan.
