At the first reading for a rezoning amendment affecting approximately 1.9 acres at 3101 East Whitestone, staff (Amy Link) explained the proposal would remove banks and financial institutions from a list of currently prohibited uses in the property's conditional overlay while retaining prohibitions on automobile minor service, car wash and gasoline stations.
Scott Foster, the applicant and a local business owner, told council he has met with a prospective bank tenant who conditioned a planned lease on lifting the restriction. "There is a bonafide user potentially here...the lease has not been signed yet," Foster said. Council members questioned whether drive-through ATMs or teller lanes would be allowed under the amended use; staff confirmed the proposed amendment would not separately prohibit drive-throughs and that a bank with drive-through functionality would be treated as the same use unless the council specified otherwise.
Council members discussed traffic concerns at the busy Whitestone–Ronald Reagan Boulevard intersection and the presence of other nearby financial institutions but left the item open for later hearings and potential conditions. The item was a first reading and public hearing with no final action taken.
