Council approves updated MS4 memorandum of agreement to coordinate stormwater education and compliance

Kathy Dillon explained the memorandum of agreement updates the town's longstanding cooperation with Hendricks County and nearby municipalities on MS4 (municipal separate storm sewer system) compliance and education. She said the MOA had been revised to modernize language, add provisions for social-media outreach and to standardize required education for construction-activity erosion-control training.
"This MOA is something that we've been with the county on for probably about 15 years now," Dillon said, adding the group had revised it about five years ago and that the current changes reflect new state requirements around education tools. She said the collaboration also lets participating towns purchase equipment or coordinate events together, reducing costs and improving consistency for EPA reporting.
Council moved to approve the MOA and the motion passed; staff said ongoing coordination with the county and partner towns will continue under the updated agreement.
