EDC: two large projects — Harper Collins and LabCorp — drove much of the 2025 investment spike

Ethan cautioned commissioners that several large projects contributing to the 2025 estimate were still being built out and therefore the town was relying on applicant estimates rather than final actuals for some figures. He said the EDC will rely on the annual compliance process for tax abatements to compare estimates to later reported actuals once the projects are operational.
