Brownsburg staff proposes $128,561 plan to reduce pickleball noise, add gated access at Stevens Park

Amber Lane, the town's park authority representative, told the council she received final vendor quotes and recommended a package of fencing replacement, integrated sound mitigation, an access-management gate and upgraded landscaping for the Stevens Park pickleball courts.
"The fencing tear out replacement quote came out to $55,750," Lane said, listing additional line items: sound dampening $53,546; access management $8,464.58; and upgraded landscaping $10,800, for a total of "around $128,561.06." Lane said the access gates will automatically lock and include an emergency release button so users can exit if the gates lock while they're inside.
Lane told council the initial landscaping option had a pest issue so staff chose a slightly more costly plant palette expected to require less long-term maintenance. She said the surfacing will require periodic maintenance and that court surfacing typically requires resurfacing every three to five years while the underlying court life is about 10 years.
Lane noted the project was not budgeted for the current year and said she would work with the Clerk Treasurer's Office to identify reserves and return with a request for an additional appropriation if council wants to proceed. Council members responded that they viewed the project as a needed final solution to long-standing issues at the courts and encouraged staff to move forward with contracting the fence sooner and scheduling resurfacing after Labor Day.
The park staff will return with a formal request identifying funding sources and timing if the council directs them to proceed.
