An applicant representative identified himself for the record as “Dyer” and said the developer had voluntarily provided a concept site plan for council review. City staff (Brandon) told the council that, based on current conceptual densities, the difference between the existing and proposed zoning equates to roughly “10 to 11” additional homes and that water, sewer and storm utilities should have capacity for that change. Council members pressed for the larger collector roadway to be included as part of development; one council member said, “So as long as that's part of the development, developers willing to build that portion of the road, then I'm okay with granting the higher density.”
Residents and property trustees raised concerns about where new traffic would funnel and whether existing collector connections create safety or congestion issues; Ruben Cunningham, a property trustee, asked for clarification on multiple exits and how site access was being designed. After discussion the council approved the rezoning with the road-right-of-way and pavement conditions; a roll-call vote recorded multiple affirmative “aye” responses and the motion carried.
Next steps noted in the discussion: staff and the developer will work on final site design and utility details consistent with the approved zoning and the road-right-of-way condition.
