Council approves Brushy Creek Regional Utility Authority FY27 operating budget

Erica Solis, Cedar Park Director of Finance, presented the Brushy Creek Regional Utility Authority (BCRUA) proposed FY27 operating and debt-service budgets and explained the drivers of the increases. She said the BCRUA operating budget increased 8.8% year over year to $7.8 million and debt service for the authority rose 8.4% to $33.3 million; Cedar Park's projected average water usage remains steady at 2,000,000 gallons per day.
Solis described personnel additions at the treatment plant (a senior operator, senior mechanic and a SCADA technician) and noted rising supply and power costs tied to the plant expansion. She said Cedar Park's portion of the BCRUA operating increase represents roughly 2.7% of the total operating increase (from $781,000 to $838,000) and that Cedar Park has not issued new debt on behalf of the authority. After brief council discussion the resolution to approve the FY27 operating budget was moved and approved unanimously.
Council thanked staff for the presentation and for ongoing plant operation oversight. "The operating budget is based on projected average water usage by each city for fiscal year 2027," Solis said during the presentation, noting the adjustments reflect projected flows and completed plant expansion.
