Planning Commission recommends approval of CUP 24-02 for Young Tire with conditions

The South Weber Planning Commission voted to recommend that the City Council approve Conditional Use Permit 24-02 for an automotive service center proposed at 7716 S 2700 East. Community Development Manager Lance Evans introduced the application, noting the 2.29-acre site is zoned C-H (Highway-Commercial) and that staff provided a recommendation to proceed.
The proposed building is 5,256 square feet with six service bays and was described in application materials shown as Exhibit A. Commissioners raised concerns about long-term vehicle storage, wash-water and stormwater mixing in the detention basin, and the visual impact of the corner lot. Commissioner Chad Skola asked specifically about vehicles sitting in the parking lot and whether the business had a waste-oil plan; City Engineer Brandon Jones flagged that future widening of 2700 East will require coordination with UDOT and that low-impact development infiltration and best management practices will be required in the engineering review.
Architect Steve Peterson, representing the applicant, said the business plan does not include long-term storage or servicing of large heavy vehicles and that some parking spaces would be used for a power-sports display; he confirmed that "they do want to rent power sports," which Community Development Manager Lance Evans said must be added to the CUP application. Commissioners requested revisions to the site plan, changes to wall materials and landscape maintenance agreements along South Weber Drive, and clearer emergency access and oil/gas easement approvals.
Commissioner Julie Losee moved to recommend approval to the City Council with a detailed set of conditions including renaming the use to "Young Tire and Light Service, Display and Rental Center," engineering/site-plan revisions, relocation of the sidewalk per the city engineer's recommendations, modification of CMU wall treatments, approval letters from oil and gas easement holders, a cross-access easement to the south property, replacement of chain-link tire storage fencing with an 8-foot masonry wall, reduction of light levels at property lines to 0.2 foot-candles, removal of parking spaces blocking natural gas substation access, and a landscaping maintenance agreement (UDOT approval required). The motion was seconded by Commissioner Chris Roberts and carried on a roll-call vote with Commissioners Losee, McFadden, Roberts and Skola voting aye.
The Planning Commission's action is a recommendation to the City Council; the Council will take the final decision. The commission record includes staff review notes from the City Engineer (review dated Sept. 6, 2024) and the Community Development Manager (report dated Sept. 12, 2024) that the applicant must meet as conditions of the recommendation.
