The Town Council voted to form the Brownsburg Building Corporation and to appoint three directors as part of Resolution 2026-613. Town staff said the corporation will assist the town with financing construction and renovation of town-owned facilities, such as police and street facilities.
Deb Cook introduced the resolution and noted the town has bond counsel and a finance expert present to answer questions. Scott Kraft, serving as legal counsel, read proposed edits to the corporation bylaws intended to (1) change vacancy language from "may" to "shall" so the town council fills vacancies, (2) revise meeting-notice language to align with the Indiana Open Door Law, and (3) adjust related clauses for clarity.
Council discussion confirmed the three proposed director nominees (Marlon Webb, Chris Worley and John B. Raybould) had been contacted and were willing to serve. A single motion that included the bylaw corrections and the three appointments was made and seconded; the council voted to approve the resolution on third and final adoption.
The council asked staff to ensure any further bylaw edits are discussed before execution and to record the appointments in the corporation documents. The council also confirmed that the building corporation is separate from the fire territory.
