Dr. Jason Barfnick described a pump station designed to intercept flows from the Burton Creek sewer basin and pump them across Highway 158 toward Oakmont and the planned new wastewater treatment plant. Barfnick said the pump station's dry average daily flow is projected at 3,000,000 gallons with peak wet weather capacity of 21,000,000 gallons.
He outlined estimated costs: roughly $1.2 million for design and about $17 million to construct the pump station, about $12 million design for the force main, and a plant cost currently estimated at $130 million plus another roughly $30 million for the gravity line. Council members framed the work as a long‑term infrastructure investment to enable economic development and residential expansion on the city's east side.
Barfnick said council previously approved design work on the larger wastewater treatment plant (a $5.3 million contract), and staff is now approximately 30–40% through the plant design and route planning for the interceptor line.
