After returning from executive session the council proceeded directly to adjourn. Mayor Rachel Procter called for a motion to adjourn and asked the council to proceed.
“So counsel, at this time, I will entertain a motion to adjourn,” Mayor Procter said. A motion and a second were made; the mayor asked, “Council, all in favor, please say aye,” and the meeting record shows the motion passed unanimously. The mayor announced, “We are adjourned at 02:04PM.”
The meeting record indicates no formal public action resulted from the executive session. The council did not announce any follow-up votes or public steps before adjourning.
