Steve Burrows, an Alpine resident of 16 years, used the public-comment period to press the council to act on water-system improvements tied to recurring drought conditions. "I'm here to learn and advocate for some water solutions," Burrows said, giving his address as 163 Meadowlark Drive, and urged the council to plan strategically even though the investments may take years to deliver benefits.
Burrows specifically endorsed increasing capacity for pressure irrigation associated with the Canyon Crest Road project (expected installation in 2026) so the city can move stored water where it is needed, and he urged the council to pursue drilling of the previously approved Heritage well as a safety net. He acknowledged these steps could require bonding or rate increases and asked staff and council to work through differences to make projects a reality.
