Alpine council approves consent calendar, hires Navigate to manage fire-station project

The Alpine City Council unanimously approved the consent calendar on Aug. 5, 2025, advancing near-term capital work and authorizing staff to proceed with a project-management arrangement with Navigate to support the city’s planned fire station and other projects. Councilwoman Jessica Smuin moved to approve the consent calendar; Councilwoman Chrissy Hanneman seconded and the motion passed on a roll-call vote (Smuin yes; Hanneman yes; Law yes).
Shane, the city staff member who presented the agenda, described Navigate as an extension of city staff that will administer and manage schedules and budgets and report regularly to council. Chad Jones of Navigate told the council: "We become an extension of the city staff," and cited recent municipal work, including a Salem Fire Station and EMS building his firm managed that finished about a month early and was roughly $800,000 under budget. Councilmembers pressed for clarity on the three distinct roles cited in project documents (owner, architect and contractor) and asked that community steering and stakeholder engagement be incorporated as design work proceeds. Staff said final floor plans for the fire station will return to council for approval before construction begins.
